Does the new system beginning October 2019--give judges and prosecutors too much discretion?
The ACLU and many defenders believe that the new system will in fact, work to keep even more charged defendants incarcerated, rather than released on bail. There will likely be opposition by various groups prior to the law being enacted, which may stop or temporarily halt the new law.
