The ACLU and many defenders believe that the new system will in fact, work to keep even more charged defendants incarcerated, rather than released on bail. There will likely be opposition by various groups prior to the law being enacted, which may stop or temporarily halt the new law.

The Truth about Parents, Dogs and Kids
The reality with dogs and dog ownership is this: If you are the parent, and your kids are allowed to own a dog, but you do not train or help train the dog or help the kids do so, you should not really own the animal. Unless you plan to pay a trainer to train the dog and have the kids attend the training, it is the parent's responsibility to ensure the dog or dogs-- are properly trained.
Most dog bites are not accidental. Most of the bites children experience is from LACK of experience with dogs and no actual safety training with dogs. Statistics show that many dog bites could easily have been prevented. Dog bite statistics change very little over time. This means there are always parents out there that fail their responsibility to get their animals trained. Quite honestly, there is no excuse for this because those parents are putting their kids at risk.
Parents that have never owned a puppy or dog should first read about how dog training works. There are a few simple rules that should always be followed. All children should follow those rules. If there is no free dog safety class in your child's school, call us. We can arrange to have a class with the school if the school is willing. Oftentimes the school will want parents to give permission, but most students will like animals, although if some children have already been bitten, they may not want to learn more about animals.
